Jose appointed as the president of Goa state NCP

Ending speculations, Jose Philip D'Souza has been appointed as the president of Goa state NCP with immediate effect by the party supremo Sharad Pawar. In a communication from New Delhi, received from the office of NCP party president Sharad Pawar,  Jose Philip D'Souza has been asked to resume the charge of the post of party President with immediate effect. D'Souzas name has been finalized by Sharad Pawar in consultation with Praful Patel, In charge Goa State affairs.

NCP Secretary Bhingsalle was camping in Goa for last two days to hold discussions with various party functionaries in the state to decide on the contagious issue of party presidentship.

The post of NCP state president was vacant ever since Dr Wilfred D'souza had resigned from the post of Party president in June 2009 along with his supporters. Former Minister Dr Carmo Pegado was the  working president of the party all this while.

HRD asks Goa to up school hours

Goa has been asked to increase its school timings as per the provisions of the Right of Children to Free and Compulsory Education (RTE) Act, 2009 by officials of the Union human resource development (HRD) ministry.

The latter were in the state to conduct a workshop for the southern and western states of India on the Act’s implementation. At a one-day seminar held at the Goa International Centre at Dona Paula on June 26, ten states and union territories were briefed on the measures to be implemented to bring the RTE into force.

Accordingly, Goa officials were asked to appropriately amend the Goa School Education Rules, 1986 to increase school hours in Goa so that they meet the provision of seven and half hours of schooling daily as per the RTE Act. Goa has also been advised to review its own act in a manner that will facilitate the implementation of new requirements in the education sector.

Taking stock of the situation in Goa, the HRD officials told state officials to remedy the situation of single teacher schools to improve quality of education in Goa. It has been suggested that the state government consider appointing para-teachers in single teacher primary schools on the lines of the para-teachers appointed by the Sarva Shiksha Abhiyan to assist regular teachers.

The state has been asked to empower village education committees that were formed under the Sarva Shiksha Abhiyan. These have the power to take up civil works of government schools in the area worth upto Rs 50,000.

States have also been instructed to take measures to put an end to screening of students during admissions at the elementary level. State officials were asked to focus on enhancing the quality of education rather than focusing on quantity. States have also been told to work to enhance adult literacy rates and implement antiragging measures in schools.

IFFI, Goa to Resume International Competition

Goa: IFFI 2010The 41th International Film Festival of Indian (IFFI), Goa will have an international competition instead of a competition for Asian, African and Latin American cinema. Acting on the interim report of the expert committee on the IFFI, Goa, the Information and Broadcasting ministry has announced to broaden the scope of competition at the festival. The 41st edition of the festival is scheduled to take off on November 22, 2010 in Goa.

The final report of the committee constituted by the ministry to advise it on the upgradation of the festival is still awaited.

Govind Nihalani, Karan Johar, Pritish Nandy, Prasoon Joshi, Kamal Haasan, A K Bir, Laxmikant Shetgaonkar, Shabana Azmi, Pooja Shetty Deora, Kishwar Desai, film critic Maithili Rao, Children's Film Society, India, Chairperson Nandita Das, and Maharashtra Legislative Council member C S Sapra are the members of the expert committee. Joint Secretary (Films) D P Reddy of I&B ministry is the Member Secretary, while festival director S M Khan and Goa Chief Secretary Sanjeev Srivastava are also on board.

According to the reports, the festival will also start awards for the best actor and actress this year. In 1988 IFFI had scrapped its international competition citing it wasn’t getting quality entries. Later in 1995 a competition for Asian women directors was introduced. IFFI is the one of the oldest international film festivals in the country and the continent.
